Steelshanks needs Jaime alive.

Roose Bolton charges Steelshanks with escorting Jaime safely back to King's Landing. When Jaime decides to return to Harrenhal to save Brienne from Locke, he forces Steelshanks to accompany him by threatening to dishonestly tell his father Tywin that Steelshanks is responsible for Jaime's missing hand, but also offers to lie and say he was the one who saved him.[1]

As Jaime attempts to rescue Brienne from the bear in the pit, Steelshanks is angrily questioned by Locke as to why he is attacking his bear, and Steelshanks explains that Roose Bolton charged him with bringing Jaime back to King's Landing alive.[1]
