They were colonies ruled directly by governors from the Valyrian Freehold, not "Free Cities" that had purchased contracts for some limited rule over local affairs. After the Doom, because they were located on the east coast, Tolos and Elyria developed developed closer economic and social ties with the Ghiscari cities of Slaver's Bay to the east. They then came into something of an odd position, as while more akin to the Valyrians and their colonies in the Free Cities, Tolos and Elyria fell into the cultural orbit of the main Ghiscari cities on the other side of Slaver's Bay, and came to be thought of as more of an extension of that region - though not quite fully belonging to either Slaver's Bay or the Free Cities. Tolos is a city in Essos. The city is located on the northwestern coast of Slaver's Bay, in the base of the Valyrian Peninsula. It is southeast of Mantarys and southwest of the ruined city Bhorash. The island city of Elyria is west of Tolos.[1][2]

Daario Naharis explains to Daenerys Targaryen that when he was 12 years old in Tyrosh, his prostitute mother sold him into slavery, and he ended up being sold to the fighting pits in Tolos.
