Varys, sometimes called The Spider, is a major character in the second season. He initially appeared as a recurring character in the first season and debuted in "Lord Snow". He is played by starring cast member Conleth Hill. Varys is a eunuch and the Master of Whisperers on the king's small council. He is a skilled manipulator and commands a network of informants across two continents.

Varys was born across the Narrow Sea in the Free Cities. He is a eunuch and was castrated in his youth. He is a member of the King's small council, where he serves as Master of Whisperers, the King's foremost spymaster and intelligence agent. He holds no inherited title or land in Westeros, but is called 'Lord' as a courtesy due to his position on the council, which traditionally is made up of great lords.[1]
Varys is bald and tends towards fat (due to his castration). He has a gift for impersonation. Varys often puts on the public persona of being nothing more than a pudgy man well suited to the pleasantries of court life; humble, obsequious, and fawning. This is simply a facade that Varys has developed, which often leads those who do not know him well to underestimate him as a cheerful and vapid flatterer. In reality he is a cunning and ruthless manipulator of court politics, on-par with Master of Coin Petyr "Littlefinger" Baelish, with whom he frequently spars. Unlike Baelish, Varys insists that his goals are to achieve what he honestly feels is best for the realm, though of course, what he and the current king feels is best might be two separate things.[2]
He is disparagingly known as 'The Spider' due to his vast web of intelligence sources. His sophisticated intelligence network spans both Westeros and Essos. He refers to his agents and sources of information as his 'little birds'. One of his jobs is to keep an eye on the movements of Viserys and Daenerys Targaryen and ensure they do not become a threat to King Robert's reign.[1]
Season 1

The Hand of the King Jon Arryn dies unexpectedly and King Robert Baratheon rides north to ask Eddard Stark to replace him. The small council are left to run the kingdom in his absence.[3] Eddard is summoned to the small council upon his arrival in King's Landing. Varys greets him as he enters. During Eddard's first meeting he learns that Robert has ordered a tournament to honour his appointment and that the realm has descended into debt.[4]
Varys provides Petyr 'Littlefinger' Baelish with intelligence that Catelyn Stark is travelling to the city incognito. She brings news of an assassin being sent to kill her son Bran. They meet with Catelyn and attempt to identify the dagger used by the catspaw. Varys is surprised when Littlefinger says that he lost the dagger in a wager to Tyrion Lannister.[5]
Varys joins the rest of the small council to discuss the rise in crime in the city as a result of the tournament. He is concerned about the capacity of the city watch to cope. In a private meeting with Eddard, Grand Maester Pycelle implies that Varys was involved with Jon Arryn's death poison being a favored weapon of eunuchs.[6]
Varys meets with Eddard Stark and frankly tells him that King Robert is a fool and likely doomed unless Eddard can save him. He confirms that Jon Arryn was murdered with a poison called the Tears of Lys and implicates the deceased Ser Hugh of the Vale in the murder, though he is unable to pinpoint who ordered the killing. He claims to be a man of honor, like Eddard, who only wants to keep the realm stable and at peace.[7]

Added by WertheadVarys is overheard by Arya Stark (who is unable to identify him) conspiring with Magister Illyrio Mopatis of Pentos during a secret meeting. Varys and Illyrio want the realm plunged into civil war to faciliate the Dothraki invasion under Khal Drogo and thus the revival of House Targaryen. However, at a small council meeting Varys supports King Robert's proposal to assassinate Daenerys Targaryen.[8]
Varys has a tense confrontation with Littlefinger. Varys reminds Littlefinger of the incriminating information he holds: Varys knows of the illegalities going on in Littlefinger's brothels and his implication of House Lannister in the attempted murder of Bran. In turn Littlefinger reveals he knows that Varys met with Illyrio for some reason kept secret from the King and council.[9]
Varys is present when Eddard is arrested for treason after trying to deliver Robert's proclamation naming him protector of the realm.[10] Varys visits Eddard in the dungeons. He is incredulous that Eddard trusted Littlefinger over him, and even more so that he warned Cersei what he was going to do. Eddard says that he wanted to extend mercy to Cersei's children, whom Robert would have killed if he'd known the truth. Varys bluntly tells Eddard that his mercy is what killed King Robert, to Eddard's shame. Varys then tells him that Catelyn also no longer holds Tyrion as her prisoner, meaning that the Starks have nothing to barter with for Eddard's life. When Eddard suggests they should just kill him, Varys says "Not today, my lord.". As he departs, Eddard asks Varys who he truly serves: Varys, in a rare display of honesty, replies "The realm, my lord. Someone must".[11]
Varys returns to Eddard in his cell and informs him that Sansa appeared before the King to plead for his life. Varys thinks that Ned may be spared if he will acknowledge the legitimacy of King Joffrey Baratheon. Eddard refuses, saying that he cares more for his honour than for his life. Varys changes his mind by reminding him that continued defiance could endanger Sansa.[12] Varys is present at Eddard's trial outside the Great Sept of Baelor. The onlookers are stunned when Joffrey orders Eddard's public execution despite his confession. Varys, Cersei and the council try to intervene, but can only watch as Eddard is beheaded in front of a horrified Sansa and the jeering crowd. As Eddard's headless body is dragged away, Varys stares at the ground in disgust. He runs to aid Sansa as she faints. Varys is present in Joffrey's court when the king sentences the singer Marillion to be maimed for mocking the royal family.[13]
Season 2

Varys attends a small council meeting that conincides with King Joffrey Baratheon's name day. Grand Maester Pycelle reports that the Conclave in Oldtown has announced the end of the summer. He has the white raven they sent for this purpose shown to the group and notes that the summer is the longest in living memory. Varys adds that the smallfolk say that a long summer will be followed by a long winter and Pycelle dismisses this as a peasant superstition. Petyr reports that they have stockpiled wheat to last through a five year winter. Lord Janos Slynt complains that the city is filled with refugees fleeing from the War of the Five Kings in the Riverlands. Queen Regent Cersei Lannister questions his role and position and he states his gratitude for his elevation. Cersei orders him to do his job and bar the gates to peasants.[14]
Tyrion whistles as he walks into the small council chamber alone. He kisses his sister and calls her ravishing. He asks the group to carry on and takes a seat at the table. Cersei asks what he is doing there and he relates his recent travels including his visit to the Wall and his imprisonment in the Sky Cells of the Eyrie. He looks pointedly at Petyr as he says that he has much to be thankful for. Cersei angrily clarifies that she wanted an explanation for his presence at the small council meeting. Tyrion counters that the Hand of the King is to be welcomed at their meetings. Cersei asserts that their father Tywin Lannister is Hand of the King. Tyrion elucidates that he has been appointed to act in Tywin’s absence and hands a scroll to Varys. Varys begins to read Tywin’s orders but Cersei angrily cuts him off and orders the room cleared.[14]
Stannis Baratheon learns of Jaime's incestuous relationship with Cersei in a letter sent by Eddard Stark before his death. Stannis composes his own missive and sends it to all the high lords of the Seven Kingdoms asking them to declare their loyalty to him and telling them of Joffrey Baratheon's illegitimacy. Later, several of King Robert's bastards are brutally murdered by the City Watch.[14]
Tyrion enters his bedchamber in the Tower of the Hand to find Shae laughing with Varys. Shae tells him that he made her wait and Varys was keeping her company. Varys says they were discussing Tyrion's bravery at the Battle of the Green Fork. Tyrion says that it was quite a battle and Varys says that he heard that Tyrion was wounded. Varys says that the northerners are ferocious warriors and Tyrion does not reply. Shae says that she has told Varys about how they met and Tyrion glares at her. Varys says that Tyrion was lucky to find such a lovely creature working in his father's kitchens and that the story almost beggars belief. Tyrion says that strange things do happen and offers that Varys should taste Shae's fish pie. Shae says that she doubts that Varys likes fish pie. Varys wonders how she knows and she giggles and says that she can always tell. Tyrion says that Varys and he must not let their disadvantages get the best of them. Varys says that he is glad that Tyrion's new friend could accompany him and adds that friends are an important part of life. He observes that it was unfortunate that Tywin did not want Shae to come. He offers the reassurance that he is very good at keeping secrets for his good friends. Tyrion says that Varys's discretion is legendary where his friends are concerned.[15]
Varys apologises for going on and says goodbye to Shae. Tyrion moves to the door as Varys tells him that they have a council meeting. Tyrion nods at Shae to leave and then blocks Varys's exit. He tells Varys that he does not like being threatened and Varys feigns ignorance. Tyrion says that he is not Eddard and understands how the game is played. Varys says that Eddard was a man of honor. Tyrion says that he is not and and that he will have Varys thrown into the sea if he threatens him again. Varys says that Tyrion might be disappointed by the results because he always manages to stay afloat.[15]
Cersei reads Robb Stark's peace terms aloud to the small council before tearing them up. Tyrion tells her that she has perfected the art of tearing up papers and suggests that they at least return Eddard's remains as a gesture of good faith. Cersei asks Alton Lannister to deliver their reply and he accepts. Cersei also asks him to tell Jaime that he has not been forgotten, to the consternation of the other council members. Tyrion wishes Alton a safe journey.[15]
Pycelle reports a raven from Castle Black and gives its message to Tyrion. Varys interjects that the wildlings are becoming increasingly troublesome. Petyr is sarcastically dismissive. Varys goes on to say that the wildlings are organising behind the King beyond the Wall Mance Rayder. Cersei jokes that she has lost track of the number of kings. Tyrion says that the message is from Lord Commander Jeor Mormont and that he is asking for more men. Cersei says that they cannot spare any because they are fighting their own war. Tyrion reads a troublesome passage: “the cold winds are rising, and the dead rise with them.” Pycelle dismisses it as northern superstition and Cersei makes to leave. Tyrion relays Jeor's encounter with a wight and asserts his reliability. Varys wonders how you kill a dead man and Tyrion reports that Jeor burned the wights. Cersei mocks Tyrion as having become gullible, believing in 'grumpkins and snarks' after one trip to the Wall. He says that he is not sure what he believes but reminds Cersei that the Night's Watch is the only thing that separates them from what lies beyond the Wall. Cersei sarcastically claims that she has every confidence in the brave men of the Night's Watch. Tyrion later has Lord Janos exiled to the Wall for his involvement in the massacre of King Robert's bastards.[15]
Tyrion meets with Varys in his dining room. He tells him that he is hoping to make a marriage alliance with House Greyjoy by offering Myrcella Baratheon's hand to their heir Theon. Varys is doubtful of the plan but Tyrion tries to convince him that Theon could be an ally within the Northern army. The proposal later proves to be a ruse Tyrion was using to test the loyalty of members of the small council. He fed each of them a different variation of the marriage plan. Pycelle exposed himself as an informant to Cersei Lannister by revealing his version to her and Tyrion had him arrested.[16]
Tyrion meets with Varys who reports that Shae is settling into her new role as a handmaiden to Sansa Stark. Tyrion calls it one of his better ideas. Varys remarks on the loss of a second small council member with the imprisonment of Pycelle and congratulates Tyrion on the ploy. Varys tells Tyrion a riddle, using it to illustrate that power is an illusion maintained by rulers.[16]

In the Song of Ice and Fire novels, Varys is the most enigmatic member of the small council. He was apparently born as a slave in the Free City of Lys and found himself in a mummer's troupe in Myr, where he was castrated, and he later spent time in Pentos. He later found his way to Westeros and rose to the position of Master of Whisperers during the reign of King Aerys II Targaryen. After the conclusion of Robert's Rebellion Varys was pardoned by King Robert Baratheon and continued to serve him as spymaster and intelligence-gatherer.
